Bolivian President Evo Morales offers a press conference at the Quemado presidential palace in La Paz on May 5, 2015. Morales said that Bolivia will accept the decision by the International Court of Justice (ICJ) in The Hague regarding its maritime dispute with neighbouring Chile. The ICJ is to decide in the coming weeks if it has competence to pass judgment over the dispute. Bolivia -- South America's poorest country -- became landlocked after losing a four-year war against Chile at the end of the 19th Century, forfeiting territory and its access to the sea. After a number of unfruitful negotiations with Santiago over the issue, La Paz lodged a complaint to the ICJ in April 2013.
