Phillip Puckett, the GOP gains control of the Virginia senate and that could doom Gov. McAuliffe's move to expand Medicaid. (as part of the overall budget) Puckett lives in Lebanon, Va. and represented Russell County and other areas in SW Virginia's 38th District where many poor residents would have benefited from the expanded care.
