David Cameron thinks this is as good as things get. But when I look at Britain I know we can do much better than this. Their plan is failing. It is failing the British people. It is failing Wales. And it will keep failing Wales. We need the idea instead that we see here in Wales: that by helping working people, the whole country succeeds./Devolution has made all of Britain a stronger and better place to live. Labour is the party of devolution and always will be. We campaigned for the Assembly. The people of Wales delivered the Assembly. And it is here to stay. The next Labour government will always stand up for its powers and legitimacy. Devolution is the future for Britain. It is an integral part of our constitution. And we will enshrine that in legislation. But standing up for devolution, standing up for people to have the power to shape their lives and communities does not mean standing still. It means extending the power the people of Wales have over their own lives. So under a Labour government the Welsh Parliament will play a greater role in the lives of the Welsh people. With power over ports, elections, energy and a greater say over policing. My Labour government will enact proposals from the Silk Commission.And more. Because I believe the Welsh people should have the power to decide who gets to choose their representatives and how it is that they choose their representative...
